NYCPM Alum Celebrates 100th Birthday
Estelle Kagle, DPM, Class of 1940, just celebrated her 100th birthday. She was a practicing podiatrist for 75 years, yes, seventy-five years, retiring at 96 only because her office assistant refused to learn the new Medicare system. When asked to what she attributes her long life, she insists it was work. "Podiatry has been very good to me."

Dr. Kagle practiced for many years with her husband Louis Kagle, Pod.D. who followed her into practice in 1957. She was respected and revered by her colleagues and her many patients, some, fifth-generation clients.

CO Podiatrist Appointed to Northwest Surgery Center
Northwest Surgery Center has announced the appointment of Jordan Sullivan, DPM to the team. Dr. Sullivan is a young dynamic minimally invasive foot surgery specialist who has joined the Denver location of Northwest Surgery Center.

Dr. Sullivan graduated from the Dr. William Scholl College of Podiatric Medicine with honors. He completed a 3-year residency at Ascension Columbia St. Mary’s, where he specialized in forefoot and rearfoot surgery, as well as ankle reconstruction.

HIPAA UPDATE |
Failure to Provide Patient Records can Result in a HIPAA Fine - Part 3
Although Bayfront Health did not admit liability, it had to conduct the following as part of its corrective action plan:
-
update its policies and procedures;
-
provide training to staff on at least an annual basis and keep track of each person’s training completion;
-
retain all documents for six years; and
-
keep track of business associates.
This action by OCR serves as a reminder to physicians and business associates alike. Now is a good opportunity to make sure that staff are educated on the federal and state time frames to provide a patient or representative with a copy of medical records, that policies and procedures are up-to-date and that acceptable charges have been relayed to staff or business associates handling these requests. Failure to do so can lead to outcomes similar to Bayfront, which are costly in terms of time, fines, and reputation.

Final Rule Seeks to Streamline Processes, Reduce Burdens on Providers
An HHS final rule revised a number of requirements, Conditions of Participation, and Conditions for Coverage/Conditions for Certification to reduce regulatory burden on providers. A final rule was issued as part of HHS’s ongoing efforts to improve the quality of existing regulations consistent with statutory requirements, streamline procedural solutions for businesses to enter and operate in the marketplace, maximize net benefits, and reduce costs and other burdens on businesses to comply with regulations.
HHS believes some of the changes in the final rule will create measurable monetary savings for providers and suppliers, while others will create less quantifiable savings of time and administrative burden. The first year net savings is expected to total $843 million and slightly more in future years. The final rule is set to publish in the Federal Register on September 30, 2019.

Query: Office Visit and Debridement of Ulcer
I just wanted to post this to get some opinions and see what others are doing in their office. We stopped billing office visits with CPT 11042 for debridement of an ulcer because the codes kept being bundled. We were told it was inappropriate by insurance companies. I realize that minor procedures can’t be billed with an office visit unless the visit is for an unrelated reason; however, ulcer care seems to be a little different. Pre- and post-debridement pictures are taken, home care is discussed, and quite often medication is prescribed.
Would the office visit still be warranted?

Response: Very simply stated, after the first visit, where an E&M would most certainly be okay to bill with the debridement, billing of an E&M on subsequent debridements is not appropriate. As most of the experts who post here will tell you, most CPT codes have an element of an E&M built in for exactly what you are describing.

Norman William Goldman, DPM, 73, of Arlington, Texas passed away on September 22, 2019. Dr. Goldman graduated from the California College of Podiatric Medicine in 1970.

Dr. Goldman served as a Captain in the United States Army from 1970 to 1973. He practiced medicine in Arlington from 1974 to 2018. He served as TPMA president from 2000-2001.

Fred Liswood, DPM, a 1966 graduate of NYCPM and the father of NYSPMA past-president Paul Liswood, DPM ('93), passed away in early September.

Fred was also the son of a podiatrist -- Irving Liswood, a 1931 graduate of the First Institute of Podiatry (later NYCPM). Dr. Fred Liswood was one of the pioneers of office-based surgery.

The recent article in PM News from Podiatry Management Magazine represents an inaccurate picture of the American Academy of Podiatric Sports Medicine (AAPSM) and the American Board of Multiple Specialties in Podiatry (ABMSP). The Academy has not been involved with their [certification] process. Dr. Rehm and his team have approached us on many occasions and have been rejected by our Academy. They have been undeterred and have opted to use the names of many of our esteemed Academy members and our Executive Director Rita Yates in their promotions.
I am current president of the Academy and resent the liberties taken. I have discussed this personally with Dr. Rehm. I explained that Fellow status in the AAPSM currently presents the highest level of education to promote our profession. I do not believe that the certification status at this time provides any tangible value, but people are free to make their own assessment. Anyone who attended our recent stand-alone meeting in Cambridge, MA, or any of the previous seven stand-alone meetings, knows that our Academy provides the best level of sports medicine education our profession has to offer.
